Letter from Alice 10/18/05

Attached is the latest agenda. It would be good for stakeholders to look over the focus areas and other information in the library section of www.onebasin.org, as well as reviewing the draft CIP which you can find under government agencies, BOR.

I hope many more of you will consider coming to the November 1-3 meeting, if only for a day. We want to make it a building process so that we build the information and understanding that will allow us to be creative in finding common ground on which to act. It is hard to schedule a time to meet that does not conflict with other meetings.  Hopefully the Focus Area group on communication can start coordinating scheduling.  One of the purposes of this November meeting is to develop a better communication system.  We also are exploring having meetings in each sub-basin to listen to plans and accomplishments.

I find it interesting that when we spent time getting to know the issues and one another, people were impatient and wanted action.  Now that we are talking about action people seem to be afraid that a few people will make decisions for them.  I might ask, “How many of you have any say in the resource management decisions that are being made today?”

The stakeholders group is a way to learn about the issues Basin wide so that we can find common ground and start a process to support the planning of citizens and landowners across the watershed.  We owe it to ourselves to be informed. We may not ever make the decisions about electrical rates, dam removal, or water allocation, but we can understand how laws and decisions were made and be knowledgeable about how decisions are being made now.  It might even be possible that we can bring forth some creative ideas for change.

So many people in this Basin are afraid change will be bad for them, so they are against everything, and for, nothing.  We need to support the positive actions that will benefit the whole and that are already on sub-basin drawing boards.  And we need to tell the federal, state and county governments that we want a process for receiving funding, streamlining regulation and implementing the projects that we will initiate.

I look forward to our November meeting.

We have set the next workshop in Yreka in November 1-3, 2006. At the last meeting in Chiloquin you advised us to:

"Make a commitment and stay with it; no wishy-washy. Keep in mind that what we’re starting is going to be going on for a long time. Show each other what we can do and stop worrying about what people outside think."

"... move beyond process and discuss specific ideas and strategies."

We are taking that and other advice in organizing the meeting in November. There are four specific outcomes we will keep our focus on:

* Developing a structure for basin-wide decision making that can be refined by a committee.

* Forming smaller Focus Area subcommittees to generate more discussion, organize and schedule meetings to develop and resolve the Focus Area issues.

* Agree to a process for developing the Integrated Plan and establish a committee to make it happen.

* Develop a forum for February-March 2006, a Klamath Basin "Conference" or "Congress" to bring people together to share Focus Area committee ideas and solutions, develop a draft Integrated Basin Plan, and develop a way of speaking with one voice to legislators.

This is an outline of the meeting as we see it now. We will further refine it as we get closer to November.
