This Controversial "Agreement" includes removing 4 Klamath River hydroelectric dams, downsizing Klamath Basin agriculture, planting endangered salmon and lamprey/fish parasites in the Upper Basin's shallow warm waters, increasing river flows above historic levels, giving Klamath Tribes a forest they sold, and the $1+ billion price tag does not include dam removal expenses or deep water storage. It will cost up to $4 billion on your power rates and taxes. Negotiators are discussing removing Keno Dam also.
     The FERC's, Federal Energy Regulatory Commission's dams are up for relicensing. Klamath River tribes, environmentalists, Siskiyou County, and Pacific Power petitioned against the Klamath irrigators keeping an affordable power rate. Klamath irrigators lost. So the blackmail is, if Klamath Water Users Association, KWUA, agrees to the KBRA demanding the above terms, KWUA will get $30 million of the $1 billion pot to come up with some sort of affordable power, a block of water IF the ESA and Biological Opinions and Climate Change study results don't conflict, and some of the tribes and environmental groups might not continue to sue them.
     A May 2009 poll conducted by Oregon Senator Doug Whitsett and State Reps Garrard and Gilman showed that only 5% of those polled in Klamath County favor the closed and confidential negotiations involved in developing the Klamath Basin Restoration Agreement/KBRA  and Klamath dam removal agreement. KBRA supporters ridiculed the poll, so those reps conducted a public input meeting Nov. 2009 on the KBRA. Klamath County Commissioners, Klamath Tribes, Klamath Water Users Association, Family Farm Alliance, and PacifiCorp boycotted the meeting. Of more than 300 attending, no one spoke or wrote testimony supporting the KBRA or dam removal. Klamath County Commissioners and most Klamath Project irrigation districts denied their constituents their request to vote on the KBRA.
