Thank
you for voting to debate this resolution.
As you probably already know, this
dangerous piece of proposed Federal
legislation was introduced as HR 1975, the
Northern Rockies Ecosystem Protection Act
in the US House of Representatives on
April 20. It has many co-sponsors in the
US House of Representatives. These
Representatives are mostly from urban east
and west coast metro areas.
These
urban Congressmen do not understand our
forest ecosystems nor our economic and
social needs relative to Federal Lands
that comprise the largest ownership in most
of our western counties. They also do not
understand the consequences of no
vehicular access to to millions of acres
of forests for management of forest
health, fire fuel hazards, and for
recreation. They do not understand that
our forests are living, dynamic ecosystems
that cannot be "preserved", that unmanaged
change will ultimately result in more and
larger catastrophic fire events that
damage ecosystems, private property, and
human health and safety as well as
tremendous costs to Federal, State, and
local governments.
Please
take a hard look at the "Biological
Connecting Corridors", the "Wildlands
Restoration and Recovery" Sections of HR
1975 that would rip out existing public
multiple use roads and add millions more
future acres to wilderness in addition to
the 22 million acres of "instant
wilderness" provided for in the Bill. The
Bill proposes make wilderness out of
virtually every mountain range in Wyoming,
Montana, Idaho, Oregon, and Washington.
Please
do not consider HJ 31as just a meaningless
resolution. The US Congress needs to
understand that, if passed, the NREPA will
destroy Montana's economy and Montanan's
quality of life that is based on access to
natural resources.
Please vote YES
for HJ31 to
tell the US Congress "NOT"
to make
a wilderness reserve out of most of
western Montana.

You have probably
heard by now that HR 1975 the Northern Rockies
Ecosystem Protection Act (NREPA) has been
introduced in the US. House of
Representatives. This
act will create 25 million acres of new
wilderness and defacto wilderness in Montana,
Wyoming and Idaho. As fas as I can tell
it will turn every single roadless
area in these states into either designated
wilderness. It will also
turn millions of acres into biological
corridors that are not currently either
wilderness or roadless.
The roads in
these corridors will be closed and removed.
ALL OF THEM. The goal is 0 mi/sq mi. The
bill also includes over 1 million acres of
restoration areas. These areas will be
restored to
WILDERNESS CONDITIONS. Over
200,000 acres in the South Fork of Flathead
(the land around Hungry Horse Reservoir and
more) is scheduled for restoration in this
bill. That is most if not all of the South
Fork. A large corridor runs from the Ten
Lakes area west of Eureka across US HWY 93 to
the Koocanusa Reservoir and the Cabinets
beyond. This corridor runs over the top
of hundreds of private residences in Stryker,
Fortine, Deep Creek, and the outskirts of
Libby. The bill says it does not affect
"private existing rights". I am not sure
whether that means private property or not. (Corridors
will be on private property cr)
I do know that no matter how many assurances
are made by government regulators they are
hungry to gobble up as much private land as
they can. The bill even makes provisions for
buying these rights or property.
The bill writers,
Alliance For the Wild Rockies, is very upbeat
about their chances of getting this passed in
this congress. The speaker of the House and
the chairman of the House Natural Resources
Committee sponsored this same bill in the last
session.
You also need to
know that George Everett sponsored a bill in
the Montana Legislature opposing
NREPA
(Federal bill) . The bill asks
Congress not to pass this legislation.
It will a very good message to Congress if it
passes. This Montana Bill, HJ 31, passed the
House but was tabled in the Senate Natural
Resources committee.
Aubyn Curtiss, bless her heart, has succeeded
in bringing HJ 31 to the senate floor for a
vote. She had to try 3 times until she
finally got two dems to vote with her. Vote
was 26-24
Tomorrow
the Senate will debate and vote on this bill.
If it passes, they will vote again the next
day for the final vote to pass. WE NEED THIS
JOINT RESOLUTION TO HELP STOP NREPA.
